MRV systems and GHG inventories

As part of the global response to address climate change, countries are putting in place national strategies, plans and actions to reduce their greenhouse gas (GHG) emissions. An essential element of any country’s response is a national system for the measurement, reporting and verification (MRV) of the mitigation and adaptation actions they are taking, including a comprehensive and tailored inventory of their GHG emissions.

Having effective national MRV systems enables governments to maximise the effectiveness of their mitigation actions for low carbon growth, and to attract international funding from public and private sector sources for implementing their plans.

Just as important, these MRV systems allow governments to meet their international reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC) including the regular submission of biennial update reports (BURs).

Ricardo Energy & Environment is a world leader in all aspects of MRV. In addition to our long-standing work on national GHG inventories, we are experts in MRV of nationally appropriate mitigation actions (NAMAs) and adaptation actions, and MRV of support such as climate finance and capacity building.

We deliver expert solutions to governments and agencies through direct technical support as well as through training courses and workshops. Our MRVable Toolkit allows flexibly selecting the services needed for set-up or extension of MRV systems (e.g. readiness assessment, system design) in the areas of MRV needed (e.g. mitigation, adaptation).

  • Capacity building and training workshops related to all aspects of MRV.
  • GHG data collection, analysis, quality assurance and control, and inventory compilation.
  • Development of country-specific emissions factors.
  • Emission projections and baselines at all levels – national, sectoral and for NAMAs.
  • Cost-benefit analyses, including of marginal abatement cost curves (MACCs).
  • Tracking flows of climate finance for donors and recipients.
  • Design of MRV systems for market-based instruments such as emissions trading systems.
  • Design and set-up of data management systems.

Design of a national MRV framework for NAMAs in Chile, increasing transparency as well as comparability and consistency between MRV approaches for individual NAMAs, achieving improvements in data quality and avoiding double counting.
